SB 778, an expansion of the Certificate of Good Standing Act, removes barriers to housing and employment after incarceration, which is critical to a fair and equitable society. The ACLU of Oregon believes that people with criminal records deserve a chance at true reintegration. Additionally, communities deserve all the benefits that healthy and safe community members bring. Studies show that offering support to reentering individuals reduces recidivism and save taxpayer money. The Certificate of Good Standing is a benefit to society and to upholding the fairness of our criminal justice system.
